    Some vehicles equipped with manual transmission and without ABS may
    not hold a steady speed and may exhibit a surge condition with cruise
    control ON and set to a specified speed.

    Check Vehicle Speed Sensor (VSS). Remove sensor according to WSM
    section 05 and inspect for worn or broken teeth at the gear. If
    confirmed, replace with new part.
